Judge William A. Rogers, Rebecca's father encouraged her in the study of art. A graduate of the Cincinnati Academy of Fine Arts, she studied portraits under Charles T. Weber. Later, she taught at both Springfield and Dayton, Ohio. Eventually her studies took her to London where she studied at the South Kensington Art School. Returning to the United States, Rebecca continued her art studies at the Boston Museum School of Art. While in Boston, her health suffered so she decided to move to San Diego about 1901. A member of the San Diego Art Association, she frequently exhibited with the group beginning with their first exhibition in 1905. Her brother, the famous Harper's cartoonist William Allen Rogers, occasionally exhibited with her in San Diego. The San Diego Art Guild, founded in 1915, counted her among its charter members. One of her works exhibited at the Panama California International Exposition in 1916 was awarded a bronze medal. For several years, Rebecca was the director of the art department of the Bishop's School in La Jolla, and later taught private classes in San Diego.
