By this Public Instrument be it known to all to whom the same doth or may concern, That I, Joseph Woodward - a Public Notary in and for the State of New York, by Letters Patent under the Great Seal of the said State, duly commissioned and sworn, dwelling in the City of New York, DO HEREBY CERTIFY That it hath been proved to my satisfaction, that Allen Light a Coloured man, Mariner, who now personally appears before me, and is aged about

twenty two years old - five feet eight inches high -

is a FREEMAN and Citizen of the United States of America; born in

Philadelphia

And I do further certify, that the act of the Congress of the United States "For the relief and protection of American Seamen," having omitted to make provision for persons of Colour to obtain Certificates of Citizenship at the Custom=House, this is granted to show that the said Allen Light is a Citizen of the United States of America, and entitled to be respected accordingly in person and property, at all times, by sea and land, in the due prosecution of his lawful concerns.

Whereof an attestation being required, I have granted this, under my Notarial Firm and Seal, at the City of New York, in the said State of New York, the twenty seventh day of November in the year of our Lord one thousand eight hundred and twenty seven -
